Chief Field Officer (P-4) – Fixed Term – Benghazi

About the role

UNICEF is seeking a senior professional to lead its Benghazi Field Office. The Chief Field Officer (CFO) will be accountable for the overall programme delivery, staff management and partnership coordination in a challenging humanitarian environment.

Key responsibilities

• Manage and lead the total programme commitment of the Benghazi field office, ensuring alignment with UNICEF’s country programme plan and the Representative’s vision.
• Represent UNICEF in the area of responsibility, overseeing programme sectors and operational service teams to deliver quality results.
• Ensure effective management of UNICEF presence, staff, assets and knowledge resources.
• Lead programme development, monitoring, evaluation and results‑based management, guaranteeing optimal use of funds.
• Promote rights‑based approaches, capacity building, advocacy and coordination with national, community and partner stakeholders.

Required profile

• Advanced university degree in social sciences, international relations, public administration, public policy or a related field.
• Minimum eight years of professional experience in programme management, planning, monitoring and evaluation or project administration, preferably in fragile or humanitarian contexts.
• Proven ability to lead multi‑disciplinary teams and manage complex programmes.
