Construction Manager – Aviation Fuel Infrastructure Project

About the role

ISS International S.p.A. is seeking an experienced Construction Manager to lead the aviation fuel distribution and aircraft refuelling infrastructure project in Misrata, Libya. The role involves overseeing the construction of piping networks, safety and emergency shutdown systems, and ensuring alignment with HSE, quality, budget and schedule requirements.

Key responsibilities

• Coordinate and supervise all construction activities on site.
• Manage multidisciplinary construction teams and discipline supervisors.
• Coordinate civil, mechanical, piping, electrical and instrumentation subcontractors.
• Act as the main construction interface with the client’s site representatives.
• Ensure compliance with project HSE, QA/QC and construction procedures.
• Monitor construction progress with the Project Manager and Planner, identifying delays, risks and critical issues.
• Develop corrective actions and recovery plans as needed.
• Review variation orders, additional works and subcontractor claims.
• Supervise activities through Mechanical Completion and support transition to commissioning.
• Prepare periodic construction, progress, HSE, quality and site performance reports.
• Monitor construction operating costs and efficient use of site resources.

Required profile

• University degree in Mechanical Engineering, Chemical Engineering or a related technical discipline.
• Minimum 15 years of professional experience in Oil & Gas, petrochemical, fuel storage or similar sectors.
• At least 5 years proven experience as Construction Manager on international EPC projects.
• Strong experience coordinating multidisciplinary subcontractors and site teams.
• Fluent English (written and spoken); French is an advantage.
• EU Member State citizenship (mandatory for mobilization and security).
• Availability to work on a rotational basis in Libya.
