About the role
CARE Deutschland e.V. seeks an external consultant (or consultancy team) to conduct a comprehensive feasibility study for a livelihoods and community resilience project in Darna, Libya. The study will assess viability, risks, and opportunities to shape the final project design and implementation plan.
Key responsibilities
- Analyse context, stakeholder landscape and community needs in Darna and surrounding areas.
- Review relevant policies, legal frameworks and Do‑No‑Harm considerations for climate adaptation, livelihoods and cultural heritage.
- Assess partner capacity, identify partnership gaps and draw lessons from similar initiatives.
- Conduct technical, economic, social, environmental, institutional, security and operational feasibility analyses of proposed interventions.
- Produce actionable recommendations on project design, targeting, results framework, partnership arrangements and risk mitigation.
- Prepare an inception report, interim findings and a final feasibility report with clear methodology, data collection tools and sampling strategy.
Required profile
- Proven experience in conducting feasibility studies or similar assessments in post‑conflict or climate‑vulnerable settings.
- Strong understanding of livelihoods, community resilience, climate adaptation and cultural heritage preservation.
- Ability to work with diverse stakeholders including women, youth, IDPs, entrepreneurs, municipal authorities and civil‑society groups.
- Excellent analytical, reporting and communication skills.
