Countering the Financing of Terrorism Expert (Remote)

About the role

The United Nations Office of Counter‑Terrorism is seeking a UN Volunteer to serve as a substantive expert on the project “Strengthening the Implementation of FATF Recommendation 8 in Turkmenistan/Uzbekistan”. The role is remote and focuses on analysing terrorist‑financing risks affecting the non‑profit sector and providing technical guidance to national authorities.

Key responsibilities

• Conduct in‑depth research and analysis on FATF Recommendation 8, terrorist‑financing risks to the NPO sector, and related international standards.
• Provide specialised technical inputs for risk assessments, including development of risk criteria, data collection, vulnerability identification and formulation of practical recommendations.
• Review and analyse existing legal, regulatory and institutional frameworks in Turkmenistan and Uzbekistan against the revised Recommendation 8.
• Prepare high‑quality analytical products such as background papers, briefing notes, comparative analyses and presentation materials.
• Develop practical guidance and methodological tools for national authorities on risk‑based, proportionate supervision of the NPO sector.
• Design and deliver capacity‑building activities, workshops and training sessions for competent authorities and stakeholders.
• Engage with senior government officials, subject‑matter experts and NPO representatives to validate information and ensure effective project outcomes.

Required profile

• Strong professional knowledge of FATF Recommendation 8 and terrorist‑financing risks affecting non‑profit organisations.
• Demonstrated experience with risk‑based regulatory and supervisory approaches.
• Excellent analytical, drafting and research capabilities.
• Proven ability to work with senior government counterparts and diverse stakeholders.
