M&E and Research Field Manager – Libya

About the role

STOOS Consulting is looking for an experienced Field Manager to lead monitoring, evaluation and research activities across Libya. The role involves planning, coordinating and supervising field teams to ensure high‑quality data collection for humanitarian and development programmes.

Key responsibilities

• Develop and implement fieldwork plans aligned with approved methodologies, sampling designs and timelines.
• Recruit, train, brief and supervise enumerators, facilitators and other field staff.
• Coordinate logistics, transportation and access arrangements with local authorities and community stakeholders.
• Monitor daily field progress, resolve operational challenges and ensure compliance with ethical and safety standards.
• Maintain quality assurance procedures and produce regular field reports for project managers.

Required profile

• Proven experience in field coordination, data collection management and team supervision within the Libyan context.
• Strong knowledge of monitoring, evaluation, third‑party monitoring and humanitarian research methods.
• Excellent stakeholder engagement and conflict‑sensitive communication skills.
• Ability to work under tight deadlines and adapt to complex operational environments.
