Monitoring, Evaluation and Learning Expert

About the role

NTU International is seeking a Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role will support the programme’s objectives of strengthening cooperation between Africa and the EU in the space sector.

Key responsibilities

• Develop and refine indicators, baselines and data‑collection protocols for a multi‑partner, donor‑funded programme.
• Lead the collection, consolidation and analysis of evidence to assess programme results and impact.
• Produce regular monitoring reports, evaluation studies and learning briefs for stakeholders.
• Provide technical guidance to programme teams on results‑based management and learning processes.
• Support knowledge exchange and policy dialogue by translating findings into actionable recommendations.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related discipline (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring, evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing and operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
