Strategic Expert Consultant – Libya

About the role

Geneva Call is seeking an experienced strategic expert to conduct a comprehensive assessment of protection, extremism and social cohesion dynamics in Libya. The consultant will work under the supervision of the Regional Head of Programme – MENA and deliver actionable analysis to shape future programming.

Key responsibilities

• Develop a contextual analysis of political, security and social dynamics in Libya and potential spill‑over from neighbouring countries.
• Map state and non‑state actors promoting protection, social cohesion and extremism prevention.
• Analyse the Protection of Civilians landscape, identifying emerging risks, response gaps and priority geographic areas.
• Identify strategic and programmatic opportunities, entry points and partnership options for future interventions.
• Produce an inception report, a comprehensive analytical report, an executive summary and a presentation for senior management and donors.

Required profile

• Master’s degree, PhD or equivalent experience in social sciences, political science, conflict resolution or related field.
• Deep understanding of conflict analysis methodologies and the specific Libyan context.
• Proven track record delivering similar research consultancies in conflict‑affected settings.
• Extensive experience working in Libya with established networks across the MENA region.
• Excellent written and oral communication skills in Arabic and English.
