National Consultant – Evaluation Team Member for UNSDCF Final Evaluation (Libya)

About the role

The United Nations Resident Coordinator System is seeking a National Consultant to join the independent evaluation team that will conduct the final assessment of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023‑2027 in Libya. The consultant will work part‑time from home, with occasional field visits, to support the inception, data collection, analysis and reporting phases of the evaluation.

Key responsibilities

• Assist in the inception phase by reviewing documents, mapping stakeholders, preparing contextual analysis and drafting the inception report (approximately 5 working days).
• Conduct interviews, consultations and field visits, collect and analyse data, and contribute to preliminary findings presentations (approximately 10 working days).
• Support the preparation of draft and final evaluation reports, participate in the validation workshop and incorporate stakeholder feedback (approximately 9 working days).
• Collaborate closely with the International Evaluation Team Leader, the Evaluation Manager and the Evaluation Technical Management Team.

Required profile

• Relevant university degree (e.g., social sciences, development studies, public administration) or equivalent professional experience.
• Demonstrated experience in evaluation, research or monitoring and evaluation within the UN system or similar international organisations.
• Strong analytical and writing skills, with ability to produce clear, evidence‑based recommendations.
• Fluency in English; knowledge of Arabic is an asset.
