Asphalt Manager - Road and Bridge Paving

About the role

A leading Libyan construction company specialising in large-scale road and bridge projects is looking for an Asphalt Manager. This is a site-construction role, not just an asphalt plant manager position: the manager plans, coordinates and supervises asphalt pavement activities from approved mix design and material readiness through production coordination, delivery, laying, compaction, testing and handover. The role ensures works are completed safely, to approved drawings and project specifications, within programme and budget, and to the quality and durability requirements of the project.

Key responsibilities

• Plan, coordinate and supervise asphalt pavement activities from mix design and material readiness through delivery, laying, compaction, testing and handover.
• Ensure asphalt works are completed safely, to approved drawings and specifications, within programme and budget.
• Coordinate closely with the asphalt plant and laboratory teams while remaining accountable for paving operations and pavement quality.
• Manage multidisciplinary crews, subcontractors, asphalt supply chains, paving equipment and shift/night-work operations.

Required profile

• Bachelor's degree in Civil, Highway or Transportation Engineering or a closely related discipline; postgraduate qualifications are an advantage.
• Typically 10-15 years of road/highway construction experience, including at least 5 years in a senior asphalt/paving management or equivalent site leadership role.
• Demonstrated experience delivering asphalt pavement on major roads, highways, interchanges and bridge approaches; direct bridge-deck asphalt interface experience is an advantage.
• GCC experience on road or infrastructure projects is highly preferred; experience with consultants, client representatives and authority-led inspections is desirable.
• Strong English communication skills for technical reporting and coordination; additional languages are an advantage.

Required skills

• Practical understanding of asphalt mix design, production, paving methods, compaction, materials testing, pavement defects, survey tolerances, construction sequencing and productivity control.
• Experience managing crews, subcontractors, supply chains, equipment and shift work.
• Working knowledge of MS Office and construction reporting tools; planning software and quantity tracking tools are an advantage.
