Chief Field Office (P-4) – Benghazi

About the role

The Chief Field Office (CFO) leads UNICEF’s programme commitment in the Benghazi field office, representing the organization in the area of responsibility and ensuring delivery of quality results in line with UNICEF’s vision and humanitarian policies.

Key responsibilities

• Manage UNICEF’s presence, staff and assets in the field office.
• Oversee knowledge management, programme development and implementation.
• Ensure optimal use of programme funds and monitor programme performance.
• Lead rights‑based and results‑based programme management approaches.
• Build national and local capacity for sustainable outcomes.
• Advocate for children’s rights at national, community and family levels.
• Coordinate partnerships, collaborations and humanitarian coordination.

Required profile

• Advanced university degree in social sciences, international relations, public administration or a related field.
• Minimum eight years of professional experience in programme management, planning, monitoring and evaluation or project administration.
• Fluency in English; knowledge of an additional language is desirable.

Required skills

• Strong programme management capabilities.
• Experience in monitoring and evaluation and programme analysis.
• Solid project administration expertise.
• Good understanding of public administration and humanitarian frameworks.
