National Baity Coordinator – Child Protection & Education

About the role

UNICEF is seeking a National Baity Coordinator to lead a time‑bound, 24‑month assignment that consolidates and expands the Baity centres programme across Libya. The consultant will work remotely while travelling to key regions to ensure evidence‑based decision‑making and effective coordination among partners, UNICEF sections and donors.

Key responsibilities

• Consolidate evidence, budgets and field data for the Baity portfolio across implementing partners, centres and donors.
• Lead annual portfolio review, prepare allocation recommendations and support programme manager decisions.
• Develop common tools, standards and referral arrangements between partners.
• Design and support the transition strategy to Libyan national actors and government counterparts.
• Travel to Baity centres in Misrata, Zawiya, Benghazi, Ajdabiya, Sabha and Kufra, subject to security clearance.

Required profile

• Minimum five years of progressive experience in humanitarian programme management and coordination in Libya, especially in child protection or education.
• Proven experience managing multi‑partner portfolios, budgets, targets and donor reporting.
• Fluency in Arabic and English, both written and spoken.

Required skills

• Data analysis and information management (Excel, Power BI).
• Donor reporting and consolidated indicator tracking.
• Familiarity with UNICEF monitoring mechanisms and child safeguarding protocols.
