Deputy Chief of Mission (P)

About the role

The Deputy Chief of Mission (DCoM) supports the Chief of Mission in leading IOM’s Libya Country Office. Reporting directly to the CoM, the DCoM ensures coherence between the Project and Development Support Unit and oversees early recovery, durable solutions and development programming across the country.

Key responsibilities

• Assist the Chief of Mission in strategic planning and operational oversight for the Libya Country Office.
• Coordinate the Project and Development Support Unit to align migration, recovery and development initiatives.
• Manage early recovery, durable solutions and development programmes, ensuring effective implementation.
• Supervise heads of sub‑offices and provide leadership to field teams.
• Collaborate with Regional Thematic Specialists and the Regional Resource Management Unit to harmonise programme delivery.
• Monitor programme performance, reporting and compliance with IOM policies and donor requirements.

Required profile

• Senior professional with extensive experience in migration, humanitarian or development programming.
• Proven ability to lead multi‑disciplinary teams and supervise sub‑office managers.
• Strong coordination skills with headquarters, regional units and external partners.
• Knowledge of the Libyan context and experience working in complex operational environments.
