Field Coordinator – East of Libya

About the role

The International Rescue Committee is seeking a senior Field Coordinator to lead its health, protection and governance programmes in the eastern and southern (Al Kufra) regions of Libya. This position is the IRC’s most senior field representative, responsible for ensuring efficient, high‑quality service delivery to vulnerable communities.

Key responsibilities

• Lead and coordinate all IRC programme activities across the assigned region, including health centres and partner facilities.
• Provide strategic guidance to programme staff to achieve coverage, quality and impact targets.
• Represent the IRC with national and local health authorities, the EU Delegation, and other humanitarian actors.
• Oversee implementation of the Essential Service Package (ESP) and monitor compliance with MoH reforms.
• Manage budgets, reporting, and accountability mechanisms at the district level.
• Facilitate community engagement to promote health‑seeking behaviours and ensure services meet local needs.

Required profile

• Proven senior leadership experience in emergency or refugee programming.
• Strong track record of managing multi‑disciplinary teams in complex humanitarian settings.
• Excellent communication and stakeholder‑engagement skills.
• Ability to work autonomously in a challenging security environment.
