MHPSS Technical Handbook Development Consultant

About the role

The International Organization for Migration (IOM) is seeking an experienced consultant to lead the development of a comprehensive Mental Health and Psychosocial Support (MHPSS) handbook for its operations in Libya. The role involves assessing existing tools, identifying gaps, and producing technical resources that align with international standards.

Key responsibilities

• Conduct a desk review of all existing MHPSS tools, resources, and documentation available in Libya.
• Engage with IOM staff to identify technical needs, gaps, and priorities within MHPSS programming.
• Prepare a needs and gap analysis report with recommendations for technical development.
• Develop workplans and draft MHPSS guidelines, technical sheets, SOPs, and guidance notes for psycho‑education and group activities.
• Compile and design a comprehensive MHPSS handbook, incorporating feedback from IOM technical teams.
• Participate in virtual coordination meetings and provide monthly progress reports.
• Deliver all final products according to the agreed timeline.

Required profile

• Proven experience in mental health or psychosocial support programming, preferably in humanitarian or migration contexts.
• Strong analytical skills to assess existing resources and identify development priorities.
• Ability to produce high‑quality technical documents and visual designs.
• Excellent written communication in English.

Required skills

• Knowledge of international MHPSS standards and best practices.
• Familiarity with IOM guidelines and humanitarian programming frameworks.
