Tender & Business Development Officer

About the role

The company, a Libyan EPC/EPCM and energy infrastructure leader, is seeking a Tender & Business Development Officer to drive growth by securing supply contracts with key government entities. You will focus on opportunities with the National Oil Corporation (NOC), its subsidiaries, the General Electricity Company of Libya (GECOL), and other public sector organisations.

Key responsibilities

• Monitor and analyse tender notices issued by NOC, GECOL, ministries and other public institutions.
• Identify and pursue new business opportunities for spare parts, industrial equipment, electrical and mechanical materials, and related technical services.
• Build and maintain relationships with procurement, contracts and commercial departments of target organisations.
• Register and keep the company’s vendor and qualification status up‑to‑date.
• Coordinate technical, commercial and supplier teams to prepare competitive proposals.
• Manage the full tender lifecycle from preparation and submission to clarification, negotiation and contract award.
• Communicate with local and international suppliers to obtain quotations and technical documentation.
• Maintain a pipeline of upcoming tenders and provide regular updates to management.
• Support contract negotiations and internal coordination during execution.

Required profile

• 3–5 years of experience in tendering, business development, procurement or commercial activities.
• Bachelor’s degree in Engineering, Business Administration, Marketing or a related field.
• Previous experience with NOC, GECOL, EPC contractors or industrial supply companies is highly preferred.
• Strong knowledge of Libyan public procurement procedures and vendor registration processes.
• Established network with procurement and commercial teams in government or state‑owned organisations.

Required skills

• Experience in sourcing spare parts, industrial equipment, electrical and mechanical materials.
• Ability to prepare technical and commercial proposals.
• Negotiation and contract management skills.
