Head of Resources Management

About the role

The Head of Resources Management will lead the financial, budgetary, treasury, human resources, supply chain and ICT functions for IOM's Libya Country Office and its sub‑offices, reporting to the Chief of Mission.

Key responsibilities

• Manage and monitor all financial administration, including budgeting, accounting and treasury operations.
• Oversee human resources, supply chain and ICT activities across the country office.
• Coordinate with the Resources Management Unit in Cairo, the DFM at Headquarters and the Global Shared Services Centre.
• Ensure compliance with International Public Sector Accounting Standards (IPSAS) and IOM policies.

Required profile

• Master’s degree in Finance, Accounting, Business Administration or related field with at least seven years of relevant experience (or equivalent university degree with nine years).
• Professional certification such as CA, CPA, CIMA or ACCA is an advantage.
• Demonstrated ability to work independently, under pressure and with government and international officials.
• Fluency in English required; working knowledge of Arabic and French highly desirable.

Required skills

• Experience with Enterprise Resource Planning (ERP) systems.
• Knowledge of SAP.
• Familiarity with IPSAS.
