Procurement Manager – Civil Engineering (Construction)

About the role

Our client is seeking a Procurement Manager to lead end‑to‑end procurement operations for construction projects in Benghazi, Libya.

Key responsibilities

• Develop and execute procurement strategies that drive cost savings and operational efficiency.
• Manage the full procurement lifecycle including sourcing, tendering, supplier evaluation, and contracting.
• Oversee drafting, review, and execution of contracts in line with legal and regulatory standards.
• Establish strong supplier and vendor relationships to maximize value and minimise risk.
• Lead negotiations for high‑value contracts, ensuring favourable commercial terms and compliance.
• Conduct cost‑benefit analysis, spend assessments, and procurement risk evaluations.
• Ensure procurement activities align with internal policies, sustainability goals, and compliance frameworks.

Required profile

• Civil Engineering education background.
• Minimum 12 years of experience in procurement.
• Proficiency in ERP procurement modules and procurement automation tools.
• Strong negotiation, communication and stakeholder‑management skills.
• Solid understanding of legal, regulatory and compliance requirements in procurement.
• Excellent English communication skills, both verbal and written.
