Economic Affairs Officer (P-4) – UN Mission in Libya

About the role

The Economic Affairs Officer (P‑4) will lead the Economic Unit of the United Nations Support Mission in Libya (UNSMIL). Reporting to the Deputy Special Representative of the Secretary‑General, the incumbent will provide high‑level economic analysis and policy advice to support peacebuilding, governance and reconstruction efforts, with a focus on oil & gas sector governance, fiscal management and anti‑corruption.

Key responsibilities

• Lead monitoring and analysis of Libya’s political economy and develop strategic economic recommendations for mission leadership.
• Identify emerging economic trends and design programmes to mitigate risks and seize confidence‑building opportunities.
• Prepare strategic assessments, policy options, speeches and presentations for senior officials.
• Drive the economic track of the mission’s political engagement, facilitating dialogue with Libyan stakeholders and international partners.
• Advise on budget unification, public financial management, monetary reform, resource oversight and anti‑corruption measures.
• Provide inputs for Security Council reporting, leadership briefings and special assessments.
• Serve as the primary liaison on economic governance with Libyan institutions, donors and multilateral financial bodies.

Required profile

• Extensive experience in macro‑economic analysis, fiscal policy and resource governance, preferably in post‑conflict settings.
• Proven ability to produce high‑quality analytical products for senior decision‑makers.
• Strong understanding of the oil and gas sector, illicit financial flows and reconstruction financing.
• Excellent communication skills for both specialist and non‑specialist audiences.
