Finance Director – Upstream Oil & Gas

About the role

UCC Energy is looking for a Finance Director to act as the CFO’s strategic partner for its international upstream oil and gas portfolio. The role will be based in Libya and will support both operated and non‑operated assets, joint ventures and production sharing contracts.

Key responsibilities

• Lead financial planning, budgeting, forecasting and performance management across all upstream operations.
• Provide financial leadership on major investment decisions, asset economics, project sanctions and portfolio optimisation.
• Drive initiatives that create value, optimise costs, improve free cash flow and enhance capital efficiency.
• Ensure robust financial governance, compliance, risk management and internal controls.
• Collaborate with executive leadership, JV partners, operators, regulators and other key stakeholders across multiple countries.
• Build and lead high‑performing finance teams while promoting data‑driven decision‑making and reporting excellence.

Required profile

• Libyan national (mandatory).
• Bachelor’s degree in Finance, Accounting, Economics, Engineering or a related discipline; MBA or Master’s preferred.
• Professional qualification such as CPA, CFA, ACCA, ACA or CIMA is highly desirable.
• Minimum 15 years of finance leadership experience in upstream oil & gas, including E&P operations, investment appraisal and multi‑country portfolio management.
• Fluent in English and Arabic.
