International Consultant, UN Country Analysis for Libya (2026)

About the role

The United Nations is seeking an International Consultant to lead the development and endorsement of the 2026 UN Country Analysis (UNCA) for Libya. This four‑month assignment will be based in Tripoli and will produce a comprehensive analytical product to guide strategic planning and SDG acceleration.

Key responsibilities

• Develop the UNCA report and its annexes, including source lists, SDG indicators data matrix, risk matrix, and treaty inventory.
• Provide an integrated analysis of Libya’s governance, economic, social, environmental, humanitarian, human rights, political, peace, and security contexts.
• Assess progress, gaps, and bottlenecks relative to the SDGs and the 2030 Agenda.
• Identify structural drivers of fragility, exclusion, and uneven development, applying a Leave No One Behind lens.
• Analyze Libya’s financing landscape, covering public finance, domestic resource mobilization, international financing, private finance, illicit flows, and oil revenue governance.
• Detect emerging risks and weak signals that could affect Libya’s development trajectory.
• Define concise SDG acceleration pathways and strategic implications for the next UNSDCF.

Required profile

• Proven experience in producing evidence‑based country analyses for UN development systems.
• Strong understanding of SDG frameworks, development indicators, and UN strategic planning processes.
• Ability to work in complex, rapidly changing environments and coordinate with multiple UN entities.
• Experience with integrated analysis across governance, economic, social, environmental, humanitarian, and security dimensions.
