Technical Office Manager – Libya Project

About the role

We are launching a large‑scale superstructure project in Libya and need a Technical Office Manager to lead all technical office functions. The role combines quantity surveying, planning, cost control and contract management to ensure seamless integration between design, procurement and site execution.

Key responsibilities

• Lead and structure the technical office team, overseeing quantity surveying, planning, cost control and reporting.
• Develop, maintain and analyse the baseline schedule using Primavera P6, perform critical‑path and float analysis, and produce short‑term look‑ahead programmes.
• Prepare monthly interim payment applications, monitor actual costs against budget, and produce cash‑flow forecasts.
• Implement FIDIC‑based contract conditions, prepare variations, extensions of time and cost claims, and manage all contractual correspondence.
• Produce weekly and monthly progress reports, executive KPI dashboards and risk analyses.
• Ensure smooth information flow between design, procurement and site teams and maintain full control of technical documentation.

Required profile

• Bachelor’s degree in Civil Engineering.
• 12–15 years of experience in technical office functions on large‑scale superstructure projects (hotels, residential, malls, hospitals, etc.).
• Proven experience with international consultants and stakeholders.
• Strong analytical and problem‑solving abilities with solid understanding of site execution.
• Demonstrated leadership and team‑management capabilities.
