Economic Recovery Team Leader

About the role

The Economic Recovery Team Leader will provide strategic leadership, planning and oversight for the Economic Recovery portfolio in Libya, ensuring high‑quality implementation of livelihoods, capacity‑building and income‑generating activities.

Key responsibilities

• Lead the strategic development and positioning of the Economic Recovery sector in coordination with the Technical Coordinator.
• Design, implement and assure quality of economic recovery interventions, including grants, vocational training, mentoring and capacity‑building programmes.
• Oversee labour‑market and capacity assessments and ensure findings shape programme design.
• Organise and manage programme events such as job fairs, including stakeholder engagement, logistics and reporting.
• Supervise beneficiary selection processes, ensuring transparency and compliance with criteria.
• Coordinate with authorities, partners and internal departments to ensure integrated, accountable delivery.
• Manage financial planning and budget utilisation together with the Program Manager.
• Supervise Economic Recovery Officers and Assistants and coordinate procurement and implementation support.
• Ensure compliance with SOPs, donor requirements and data‑protection standards, and represent the sector in coordination forums.
• Lead capacity‑development initiatives, delivering trainings and workshops.
• Prepare accurate activity and donor reports and provide regular updates to the Economic Recovery Program Manager.

Required profile

• Proven experience in leading economic recovery, livelihoods or similar programmes in humanitarian settings.
• Strong knowledge of grant management, beneficiary selection and capacity‑building processes.
• Demonstrated ability to coordinate with multiple stakeholders, including authorities, donors and NGOs.
• Excellent analytical skills to conduct assessments and translate findings into programme design.
• Ability to ensure compliance with organisational SOPs and donor regulations.
