Cost & Contracts Manager – Construction Projects

About the role

QP is seeking an experienced Cost & Contracts Manager to lead commercial and cost management for construction projects in Libya. Reporting to the Senior Partner, you will act as a key client‑facing advisor and ensure robust cost, contract and commercial controls throughout project lifecycles.

Key responsibilities

• Lead cost and contracts management from concept design through to final account, maintaining strong commercial governance.
• Serve as the primary client‑facing advisor, managing stakeholder relationships and aligning cost, scope and contractual strategy.
• Prepare and oversee cost plans, budgets, Bills of Quantities, tender documentation and contract administration, including FIDIC‑based contracts.
• Provide leadership and guidance to cost management teams, ensuring quality, compliance and consistency across deliverables.

Required profile

• 8+ years of experience in cost and contracts management or quantity surveying on high‑value, complex projects.
• Degree in Quantity Surveying, Cost Management or a related field; professional accreditation (RICS, CIOB or equivalent) preferred.
• Confident communicator with proven client‑facing and leadership capability.
• Highly analytical, detail‑focused and able to make sound decisions under pressure.
• Fluency in English.
