Disaster Preparedness & Anticipatory Action Specialist

About the role

The Danish Refugee Council is seeking a highly motivated Disaster Preparedness and Anticipatory Action Specialist to lead and coordinate anticipatory action programming across Libya. The role serves as DRC’s technical focal point within an ECHO‑funded consortium, working closely with local authorities, civil society and first responders.

Key responsibilities

• Coordinate the Libya Disaster Preparedness/Anticipatory Action portfolio in line with DRC global standards and country programme priorities.
• Engage with consortium partners, humanitarian coordination platforms and local authorities to ensure a harmonised approach.
• Lead the set‑up of anticipatory action systems, including design of Early Action Protocols, trigger mechanisms, drills and activation procedures.
• Deliver Training of Trainers workshops and support cascade training for municipalities, first responders and NGOs.
• Support operationalisation of emergency preparedness plans, safe‑space identification and pre‑positioning of supplies.
• Manage the anticipatory action small‑grant facility, overseeing partner selection, technical accompaniment and monitoring.
• Provide technical assistance to consortium partners and local actors as required.

Required profile

• Extensive experience in disaster preparedness, anticipatory action or related humanitarian fields.
• Proven ability to lead multi‑stakeholder coordination at national and field levels.
• Strong understanding of early‑action protocols, trigger mechanisms and emergency response planning.
• Excellent communication and representation skills with donors, authorities and humanitarian platforms.
