Senior Digital Transformation Expert (Public Sector)

About the role

We are looking for a senior expert to provide technical assistance for the EU‑funded “Egypt Downtown Facility” project. The role focuses on driving digital transformation within Egyptian public institutions, enhancing e‑government services and data‑driven administration.

Key responsibilities

• Support the design and implementation of digital transformation strategies, including digital workflows and e‑government systems.
• Conduct digital maturity assessments, institutional diagnostics and develop road‑maps for modernising public sector processes.
• Provide guidance on data‑driven public administration and institutional modernisation.
• Collaborate with Egyptian partner entities to strengthen policy dialogue and programme implementation.

Required profile

• Master’s degree in ICT, computer science, information systems, digital transformation, public administration, engineering or a related field.
• At least 7 years of professional experience in digital transformation of public institutions, including experience with digital maturity assessments and roadmap development.
• Fluent English (C1); Arabic is highly desirable.
• Demonstrated knowledge of public‑sector digital transformation in Egypt or the MENA region is desirable.
• Ability to work in a fast‑paced, multi‑national consortium environment.
