Head of Resources Management

About the role

The International Organization for Migration is seeking a senior professional to lead the Resources Management function for its Libya Country Office and Sub‑Offices. Reporting to the Chief of Mission, the incumbent will coordinate financial, human‑resources, supply‑chain and ICT activities to ensure efficient, compliant operations.

Key responsibilities

• Supervise treasury operations, forecast cash flows and monitor fund disbursements in line with donor agreements.
• Analyze financial projects, oversee budget control, and investigate variances between planned and actual expenditures.
• Prepare the annual country‑office budget, monitor its implementation and develop budgets for new projects and programmes.
• Implement and strengthen internal controls to safeguard assets and prevent deficits.
• Manage human‑resources functions, supply‑chain processes and ICT services in coordination with regional and headquarters units.

Required profile

• Proven experience in financial management, budgeting and treasury within an international or multilateral environment.
• Strong knowledge of donor‑fund compliance, internal control frameworks and public‑sector procurement.
• Ability to lead multidisciplinary teams and coordinate with regional and headquarters units.
