Area Coordination Officer – UN Consultancy (Tripoli)

About the role

The United Nations Resident Coordination Office in Libya seeks an experienced consultant to support area‑based coordination and municipal development planning in eastern Tripoli. The role focuses on strengthening local governance, data systems, and disaster risk management to align with the UN Sustainable Development Cooperation Framework.

Key responsibilities

• Provide high‑level coordination, analytical and policy support to the Resident Coordination Office and UN Country Team.
• Engage regularly with municipal councils to integrate displacement management, IDP reintegration, and climate‑conflict sensitivity into local development and peacebuilding plans.
• Facilitate dialogue among municipal authorities, national government, UN agencies, INGOs and civil society for coherent multi‑stakeholder planning.
• Coordinate cross‑agency efforts to ensure accountability and integrated planning at the local level.
• Support the establishment of demonstration municipalities showcasing inclusive, evidence‑based governance.
• Consolidate and integrate humanitarian datasets into government‑led information systems.
• Assist in finalising a national Disaster Risk Management strategy and testing interoperable preparedness SOPs.

Required profile

• Proven experience in development coordination, municipal governance or humanitarian programming.
• Familiarity with UN development systems and the Sustainable Development Goals.
• Ability to work with diverse stakeholders, including government, UN entities and NGOs.
• Strong analytical and policy‑writing skills.
