Capacity Building Officer – ICLA (Tripoli)

About the role

The Capacity Building Officer will support NRC’s ICLA programme in the West Area of Libya. Reporting to the ICLA Project Coordinator and working with the ICLA Specialist and Project Manager, the officer will design, deliver and follow up on tailored capacity‑building initiatives for partners, stakeholders and duty bearers.

Key responsibilities

• Design and implement capacity‑sharing roadmaps aligned with project work plans, NRC’s capacity development framework and DIP/SIP principles.
• Organise and deliver training sessions, workshops, on‑the‑job coaching, secondments and technical support across multiple intervention locations.
• Ensure activities are inclusive, conflict‑sensitive and mainstream gender, age, disability and diversity considerations.
• Collect and report DIP‑disaggregated data, track output indicators and contribute to donor and internal reports.
• Liaise with local authorities, partners and NRC technical specialists to ensure relevance, participation and quality of all capacity‑building content.

Required profile

• Minimum 3 years of experience in capacity building, training or organisational development, preferably in complex humanitarian contexts.
• Bachelor’s degree in law, social sciences, international relations, human rights, education or related field.
• Fluency in Arabic and English, both written and verbal.
• Strong computer skills and ability to manage multiple tasks and meet deadlines.
