Humanitarian Mine Action Project Manager

About the role

The Humanitarian Mine Action Project Manager will lead the Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) components of the BRIDGE project in Libya. Reporting to the Area Programme Manager, the role ensures technical quality, safety and coordination with consortium partners, national authorities and DRC’s protection and economic recovery teams.

Key responsibilities

• Plan, coordinate and monitor EORE, VA and Mine Action Advocacy activities across Libya, including detailed roll‑out schedules and phase‑out plans.
• Provide technical supervision and capacity development for the EORE team, ensuring adherence to SOPs and national/international standards.
• Manage the assigned budget, prepare Bills of Quantities, attend budget follow‑up meetings and report discrepancies.
• Oversee logistics, staff movements and procurement processes to support field operations.
• Maintain and update SOPs, Training Management Plans, workplans and other operational documentation.
• Engage with national and local authorities, Libyan Mine Action Centre (LibMAC) and other humanitarian actors to align priorities and ensure effective collaboration.
• Serve as the focal point for consortium‑related coordination and reporting.

Required profile

• Proven experience managing humanitarian mine action, EORE or victim assistance programmes.
• Strong knowledge of national and international mine action standards and SOPs.
• Experience working in conflict‑affected settings, preferably in the MENA region.
• Excellent coordination and stakeholder‑engagement skills.
• Ability to manage budgets and logistical arrangements in complex environments.
