International Consultant / Evaluation Team Leader – Final Evaluation of UNSDCF 2023‑2027 (Libya)

About the role
The United Nations is seeking an experienced International Consultant to lead the final evaluation of the Sustainable Development Cooperation Framework (UNSDCF) 2023‑2027 in Libya. The role involves delivering an independent, high‑quality assessment that provides credible findings, conclusions and strategic recommendations for future UN programming.
Key responsibilities
- Prepare and submit an Inception Report detailing methodology, data‑collection tools, stakeholder mapping and work plan (15 working days).
- Conduct data collection, analysis and present preliminary findings for validation (15 working days).
- Draft, revise and finalize the Evaluation Report, including stakeholder validation workshops and final presentation (21 working days total).
- Coordinate closely with the Evaluation Manager and the Evaluation Technical Management Team.
Required profile
- Proven experience in leading independent evaluations for UN or similar multilateral frameworks.
- Familiarity with United Nations Development Coordination Office (DCO) guidance and United Nations Evaluation Group (UNEG) norms and standards.
- Ability to work remotely and undertake occasional field visits to Libya.
- Strong analytical and report‑writing skills.
