Monitoring and Evaluation Technical Assistant – Community Feedback Mechanism

About the role

The Monitoring and Evaluation Technical Assistant supports the Norwegian Refugee Council’s Community Feedback Mechanism (CFM) in Libya, ensuring that feedback from affected communities is collected, recorded and responded to safely and ethically. Working under the MEAL Manager, the assistant collaborates with MEAL officers and programme focal points to maintain a trusted and accessible feedback system.

Key responsibilities

• Receive, record and process community feedback through hotlines, boxes, helpdesks and digital platforms.
• Enter, maintain and clean feedback data in the CFM data management system, ensuring confidentiality and accuracy.
• Provide timely information to beneficiaries about NRC services and answer frequently asked questions.
• Support referrals and follow‑up with relevant programme staff and external partners.
• Monitor feedback closure, document actions taken and follow up with feedback providers.
• Assist in filing, archiving and preparing CFM reports.
• Conduct awareness sessions with communities and staff on the CFM approach and service mapping.
• Ensure compliance with NRC policies, the global CFM Handbook and the Libya CFM SOP.

Required profile

• Experience in handling community feedback within humanitarian or development contexts.
• Familiarity with monitoring, evaluation, accountability and learning (MEAL) processes.
• Ability to work closely with programme teams and external partners.

Required skills

• Data entry and cleaning in a CFM data management system.
• Management of phone hotlines and other feedback channels.
• Confidential handling of sensitive information.
