National Consultant – Final Evaluation of UNSDCF 2023‑2027 (Libya)

About the role

This short‑term consultancy supports the United Nations in delivering an independent, high‑quality final evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023‑2027 for Libya. The consultant will work as a member of the evaluation team, contributing to all phases of the evaluation to ensure credible findings and actionable recommendations.

Key responsibilities

• Participate in inception activities, including document review, stakeholder mapping, contextual analysis, development of data‑collection tools and preparation of the inception report (approximately 5 working days).
• Conduct interviews, consultations, field visits and other data‑collection tasks; provide analytical inputs and present preliminary findings (approximately 10 working days).
• Contribute to the drafting, revision and finalisation of the evaluation report, support the validation workshop and incorporate stakeholder comments (approximately 9 working days).

Required profile

• Proven experience in conducting evaluations of development programmes, preferably within the United Nations system.
• Ability to work independently and deliver high‑quality outputs within tight timeframes.
• Familiarity with the Libyan context and UN development frameworks is an advantage.
