National Economist (Consultant)

About the role

United Nations Support Mission in Libya (UNSMIL) is seeking a National Economist on a time‑bound consultancy to strengthen its analytical capacity on economic governance. The consultant will work from the Tripoli office for four months, reporting to the Head of the Integrated Economic Unit and the Deputy Special Representative of the Secretary‑General/Resident Coordinator.

Key responsibilities

• Produce evidence‑based political economy analyses to support UNSMIL’s implementation of economic governance recommendations.
• Engage with Libyan economic and financial institutions, technical experts and other stakeholders to build consensus on reform priorities.
• Prepare high‑quality analytical products such as policy briefs, briefing notes and strategic recommendations.
• Develop actionable policy options, including feasibility assessments, risk analysis and sequencing of reforms.
• Enhance UNSMIL leadership’s understanding of political‑economy dynamics shaping reforms.
• Deliver a comprehensive end‑of‑year synthesis report consolidating analysis, consultations and policy recommendations.

Required profile

• National economist with experience in political economy analysis and policy research.
• Proven ability to produce analytical reports and policy briefs for senior decision‑makers.
• Experience working with government institutions, financial sector stakeholders and international organisations.
• Ability to work under supervision of senior UN officials and coordinate with the Integrated Economic Unit.
