Tender & Business Development Officer

About the role

The company, a Libyan EPC/EPCM and energy infrastructure leader, is seeking a Tender & Business Development Officer to drive growth by securing supply contracts with government entities such as the National Oil Corporation (NOC) and the General Electricity Company of Libya (GECOL). The role focuses on identifying, monitoring and pursuing opportunities for spare parts, industrial equipment, electrical and mechanical materials, and related technical services.

Key responsibilities

• Monitor and analyse tender notices issued by NOC, its subsidiaries, GECOL, ministries and other public institutions.
• Identify and pursue new business opportunities for spare parts, industrial and electrical/mechanical equipment.
• Build and maintain relationships with procurement, contracts and commercial departments of government and state‑owned companies.
• Register and keep the company’s vendor and qualification status up‑to‑date.
• Coordinate technical, commercial and supplier teams to prepare competitive proposals.
• Manage the full tender cycle from preparation and submission to clarification, negotiation and contract award.
• Obtain quotations and technical documents from local and international suppliers.
• Maintain a pipeline of upcoming tenders and provide regular updates to management.
• Support contract negotiations and internal coordination during execution.
• Identify strategic suppliers and partnerships to enhance competitiveness.

Required profile

• 3–5 years of experience in tendering, business development, procurement or commercial functions.
• Bachelor’s degree in Engineering, Business Administration, Marketing or a related field.
• Previous experience with NOC, GECOL, EPC contractors or industrial supply companies is highly preferred.
• Strong knowledge of Libyan public procurement procedures, tender requirements and vendor registration.
• Established network with procurement and contracts teams in government or state‑owned organisations.
