Civil Engineer Consultant - Infrastructure Rehabilitation

About the role

CTG, a staffing and HR solutions provider operating in humanitarian and development sectors, is recruiting a Civil Engineer Consultant for a 6-month assignment in Tripoli, Libya. The consultant provides technical support to a client on infrastructure rehabilitation and construction projects, working alongside the Engineering Analyst on ongoing and planned interventions in Tripoli and the Western Region.

Key responsibilities

• Assess infrastructure conditions, identify rehabilitation needs, prepare cost estimates and technical recommendations, and flag technical risks to the Engineering Analyst.
• Prepare and review scopes of work, technical specifications, drawings, bills of quantities, cost estimates and other procurement documents, and respond to technical clarifications from the Procurement Unit and bidders.
• Supervise construction, carry out site inspections, verify workmanship and materials, check delivered goods, monitor progress against schedules, and follow up on safety and housekeeping.
• Measure completed works, review payment requests, recommend withholding certification of non-compliant works, and take part in completion inspections and snag lists.
• Support handover and close-out documentation, and follow up on defects during the defects-liability period.
• Produce weekly site monitoring reports and monthly consolidated engineering progress reports, and coordinate with client teams, contractors, consultants and end users.

Required profile

• Bachelor's degree in Civil Engineering or a related field (essential).
• At least 10 years of experience as a site civil engineer on rehabilitation and/or construction projects, with strong site supervision and construction management experience (essential).
• At least 10 years of experience in the MENA region (essential).
• Fluent Arabic and fluent English (essential).
• Demonstrated experience in building rehabilitation, BoQs, technical specifications, construction supervision, QA/QC, measurement and certification, and tender documentation.
