Senior Monitoring & Evaluation Expert (EU Project)

About the role

NTU International A/S is leading a consortium to prepare the EU‑funded “Egypt Downtown Facility” project. The Senior Monitoring & Evaluation Expert will provide rapid, flexible, high‑quality technical assistance in monitoring, evaluation and results‑based management to strengthen the EU‑Egypt partnership.

Key responsibilities

• Develop results frameworks, indicators, baselines, targets and monitoring tools.
• Conduct evaluations, impact assessments and performance reviews for EU‑funded actions.
• Provide training and capacity‑building sessions to Egyptian partner entities.
• Support the design and implementation of monitoring, evaluation and results‑based management systems.

Required profile

• Master’s degree in economics, statistics, development studies, public policy, social sciences or a related field.
• English at C1 level; Arabic is desirable.
• Minimum 7 years of relevant professional experience.
• Proven experience designing and implementing M&E and results‑based management systems.
• Experience developing indicators, baselines, targets, results frameworks and monitoring tools.
• Experience conducting evaluations, impact assessments or performance reviews.
• Training and capacity‑building experience is desired.
• Experience with EU‑funded programmes is an asset.
