Supply Chain Officer – P3 Level (Tripoli, Libya)

About the role

The International Organization for Migration is seeking a Supply Chain Officer (P3) to lead and coordinate supply chain activities for its Country Office in Tripoli. Reporting to the Chief of Mission and the Head of Resource Management Unit, the officer will ensure that goods and services reach beneficiaries efficiently, cost‑effectively, and on time.

Key responsibilities

• Develop and implement strategic supply‑chain plans in collaboration with internal and external stakeholders.
• Conduct logistics capacity assessments and market research to monitor local market trends and commodity availability.
• Supervise all supply‑chain functions, including planning, budgeting, procurement, warehouse management, transport, fleet, assets, and facilities.
• Identify bottlenecks using value‑stream mapping and optimise processes to improve delivery timelines.
• Review procurement requests, maintain a qualified vendor pool, solicit bids, oversee tendering, evaluate offers and manage purchase orders in line with the delegation of authority matrix.
• Prepare regular progress reports, statistical data, and briefing notes for senior management.
• Provide first‑line technical support for programme teams preparing calls for proposals and tender documents.

Required profile

• Proven experience in planning, budgeting and coordinating supply‑chain activities within an international or humanitarian setting.
• Ability to supervise and guide staff on procurement, warehouse and logistics operations.
• Strong analytical capability to assess market trends, conduct capacity assessments and identify process bottlenecks.
• Familiarity with UN/International Organization procurement rules and delegation of authority procedures.
