Quantity Surveyor – Civil & Finishes

About the role

As a Quantity Surveyor (Civil & Finishes) you will be responsible for commercial and contractual management across projects in Benghazi, Libya. You will support cost planning, procurement, contract administration and financial control, focusing on civil works and finishes. You will work closely with project managers, engineers and senior leadership to ensure disciplined cost control and accurate reporting from tender stage to final account.

Key responsibilities

• Prepare and manage project budgets, cost plans, Bills of Quantities and tender documentation, with a specific focus on Civil and Finishes.
• Carry out tender evaluations, procurement support and contractor vetting, advising on preferred procurement strategies and cash‑flow planning.
• Measure, value and assess variations, interim valuations and payment certifications, ensuring accuracy and compliance.
• Manage subcontractor valuations and assist in the preparation and negotiation of final accounts.
• Liaise with the team to prepare tender reports, commercial updates and recommendations for client approval.

Required profile

• Degree in Quantity Surveying or Civil Engineering (QS specialisation preferred) with several years of relevant experience.
• Proven experience delivering quantity surveying services across residential, commercial, hospitality or infrastructure projects.
• Strong understanding of construction contracts, valuation processes and cost‑control principles.
• Excellent communication and negotiation skills with the ability to work within multi‑disciplinary teams.
• Strong analytical mindset, attention to detail and ability to manage deadlines under pressure.
• Clear written and verbal communication skills in English.
