Senior HSE Specialist / Manager – International On‑site Project

About the role

We are seeking two senior HSE specialists/managers to lead health, safety and environmental management on a strategic ground‑infrastructure project located abroad. The role involves establishing, implementing and maintaining the project HSE management system and ensuring compliance across all site and plant activities.

Key responsibilities

• Establish, implement and maintain the project HSE management system in line with company policy and applicable regulations.
• Develop risk assessments, method statements and job safety analyses for construction, earthworks and plant activities.
• Conduct routine site inspections, audits and safety walkthroughs, and follow up corrective actions to closure.
• Deliver HSE inductions, toolbox talks and ongoing training programmes for site personnel and subcontractors.
• Monitor subcontractor HSE compliance and enforce corrective measures where required.
• Investigate incidents, near misses and non‑conformities, prepare reports and implement preventive actions.
• Manage emergency preparedness and response planning, including drills and first‑response arrangements.
• Oversee provision, use and control of personal protective equipment across the site.
• Monitor environmental compliance, including waste management, dust and noise control and site housekeeping.
• Maintain HSE records, statistics and periodic reporting for site management and headquarters.

Required profile

• Bachelor's degree in Occupational Health and Safety, Engineering or a related discipline.
• 10–15 years of professional HSE experience on construction projects.
• Valid occupational health and safety specialist certification (İSG Uzmanı – A or B class preferred).
• International HSE qualifications such as NEBOSH or IOSH are strong assets.
• Experience with ISO 45001 and ISO 14001 management systems.
• Proven experience on infrastructure, road, earthworks or heavy civil projects.
• Excellent command of English (written and spoken).
• Willingness to work full‑time on‑site abroad on a rotational basis.
